7. Evaluation's role in Analysis and Design

The process of evaluation begins at the initial conceptual stages of a project. Before educational objects are created, or a program is developed, a target audience must be identified. Once a target audience has been identified, its characteristics and needs should be determined, so that a match between the program and the audience is ensured. A needs assessment can assist in identifying the characteristics and instructional needs of the target audience and provide information to help tailor program content and delivery. Once data has been collected and analysed, suggestions for improving the fit between program and audience can be made.
