At this stage, the audience has been identified and information about their needs has been gathered. The next step involves making decisions about which instructional methodologies and delivery methods should be used. The delivery and instructional methods will vary depending on the audience and the type of content to be delivered. However, once several possible choices have been identified, formative evaluations can provide information on the applicability of the various delivery methods and instructional methodologies.
